INNOVATING FINANCIAL SYSTEMS TO build capacity for increased and SUSTAINABLE EARLY CHILDHOOD EDUCATION (ECE) COMPENSATION

In February 2023, The Collaborative announced a new grant opportunity as part of our strategy to support increased compensation for the ECE workforce. Through this grant opportunity, The Collaborative sought to support the capacity of state, local, municipal, territory, and tribal governments to innovate financing systems to increase the compensation (wages and benefits) of the ECE workforce.

The Collaborative invited applicants to propose systemic, innovative, and equitable solutions to catalyze transformative structural and policy change in the ECE workforce system, with a focus on increasing compensation. We sought proposals focused on implementation activities towards long-term, sustained increases to the salaries and benefits of lead teachers and other ECE professionals. Implementation activities could include, but were not limited to:

  • Implementing increased salaries and benefits across the mixed delivery system for lead teachers in all settings.
  • Developing new financial mechanisms (e.g., systematic use of contracts rather than child care assistance vouchers).
  • Adding human resource capacity with expertise in budgeting/finance.
  • Developing or expanding data and evaluation systems to better understand the needs of the workforce and/or track compensation efforts.
  • Enhancing information technology to facilitate the operationalizing of compensation increases.

The Collaborative is committed to supporting efforts that promote diversity and inclusion in the ECE workforce. To that end, we prioritized funding for applicants that center principles of equity to support the racial, ethnic, linguistic, and/or socioeconomic diversity of the field by advancing durable workforce compensation.

The Collaborative set a June 2023 submission deadline and notified selected grantees in August 2023.
