INNOVATING FINANCIAL SYSTEMS TO build capacity for increased and SUSTAINABLE EARLY CHILDHOOD EDUCATION (ECE) COMPENSATION

About the Grants

In 2023, The Collaborative awarded $9 million to support public system efforts to boost compensation for the early care and education (ECE) workforce. Two more partnerships were added in 2024, bringing total funding to $11.4 million. These grants back joint efforts between fiscal and program agencies to lay the groundwork for sustained increases in wages and benefits for lead teachers and other ECE professionals. Funded initiatives focus on creating new revenue sources, improving how funds are used, strengthening data systems, and enhancing agency coordination. Learn more about the grantees.

 

Overview of the Community of Practice

In 2025, The Collaborative launched the Compensation Capacity-Building Community of Practice, led by the Center for the Study of Child Care Employment at UC Berkeley. The community of practice brings together a small group of state and local teams working to advance ECE workforce compensation through innovations in financial systems, data infrastructure, and agency collaboration. This partnership fosters shared learning among participating teams and highlight how their efforts can inform compensation strategies nationwide. It supports peer learning, expert guidance, and collective problem-solving to accelerate progress and inform the broader field.
